since body is at rest the gravitational force acting on it is balance by equal and opposite force. In case of the body resting on something that force is balanced by equal and opposite normal reaction..


For an object lying on earth, the balancing force is the reaction force by the surface that acts on the object equal and opposite to the gravitational force. Thus the force acting on the block is balanced and the block remains still.
