if a body is not accelerating there must be no force acting on it you agree with the statement justify your answer

Since the body continues to remain in state of rest in this case, there isn't any force acting on it. But if there is a force acting on it and still the body remains at rest, that implies Static Friction is acting on it. 

However, it has been explicitly mentioned in the question no force is applied, and hence no scope of static friction. Hence is the friction is zero.

yes it is right but if accn is not present then it may be possible that body is moving with constant accn and net force acting on it is 0
