This is due to inertia of rest, a body tries to remain in the state of rest after the application of force if it was initially at rest. And here the dust particles were at rest initially and when the carpet gets beaten the carpet along with its fibres come in motion but the dust particles wants to remain at rest, doesn't move and since it remains in air for a very small instant it falls down under the influence of gravity.
