if a charged plastic straw is brought near another uncharged plastic straw, what will happen?

If we brought charged plastic strip to another then firstly they attract and then repel.
As one is charged and other is neutral so particles from charged move to neutral and after getting balanced both ( having equal charged particles) they repel.
