apical Meristem is controlled by a plant growth hormone Auxin which is responsible for growth in height , absence of auxin will cause proliferation of lateral growth as auxin causes something called as Apical dominance where plant focuses more on vertical growth.
So in conclusion plant will grow but differently in the presence of other plant growth hormones.
