13A. A 3A fuse will blow if the thing connected draws 4A for more than a short time.

You might use a 5A ( or 7A or 10A) fuse. They do exist, though they are not so easy to find. The hairdryer itself almost certainly contains a non replaceable fuse with the appropriate rating to prevent a fire, should the heating element become partially shorted out.
