He has the boat which can bear the weight of two only -
So the man has to take them to other side one by one. He had to take the bundle of grass to the other side, then he should take the lion to the other side and then go back for the goat.
So as the format should be that-
He should take the grass first. Then the lion and then the sheep at last.
