Water and every liquids has a basic property called surface tension,i.e. in brief, the liquid surface always tend to occupy the minimum area (like a stretched rubber sheet). Now,after it has been dripped in water,a layer of water (like the sheet) is formed which always wants to shrink in a minimal area state!this force is rather big for a small mosquito and it's not able to stretch it's wings against such force and can't fly.
