yes it is accelerating because initial and final position is changing again and again so velocity is increasing .velocity will not be zero  because we are considering position till it change direction .but velocity can be zero if person come back at initial position.

Answer:

an object moving in uniform circular motion is moving in a circle with a uniform or constant speed. The velocity vector is constant in magnitude but changing in direction. ... It is accelerating because the direction of the velocity vector is changing.
