If a particle is accelerating it is either speeding up or speed down. Do you agree with this statement?

You have used the words speeding up or speeding down. I think you mean change in magnitude of velocity without change in the direction of velocity.

Now, if we define acceleration as time rate ofchange in velocity then

for change in magnitude without change in direction:This change can be positive( speeding up) or negative ( speeding down). Up to this I have no objection to the statement.But, change in direction or change in direction and magnitude both don't allow me to agree with the statement.

No. Because in uniform circular motion, The speed is constant but the direction changes continuously and so acceleration is not zero. Hence, the statement is false.
