if the person's basic pay is not hiked up to the next scale or a major change in the basic is not given,  then  the total salary may become Rs 50,000 or m ore ...

There are some upgradations and arrears etc. changes in various components, HRA, DA, Basic and other allowances, perhaps.  So you need to see in details specific to each employee.. we cannot say any thing in general.
