let, his income be x

money spent in food = 40x/100 = 4x/10

money spent on rent = 20x/100 = x/5

remaining part of money = x - (4x/10 + x/5)

= x - 6x/10

= 4x/10

money spent on children's education = 70% of 4x/10
= 70/100 × 4x/10

= 28x/100

Total money spent = 4x/10 + x/5 + 28x/100

= 88x/100

part of income left = x- 88x/100 = 12x/100

therefore ,percentage of income left
 = \frac{ \frac{12x}{100} }{x} \times 100\% \\ = \frac{12x}{100} \times \frac{1}{x} \times 100\% \\ = 12\%

hope this helps.......
