If a person standing on the ground touches a

The other line is called phase ( Hot) . If a person touches the hot wire/ terminal without insulation ( standing with bare foot on the ground or one hand on the wall ) he will definetly receive electric shock since current will pass through his body to the earth and return to the source via earth.

A person will get electric shock when electric current passes through him.

In single phase ( 2 wire) low voltage house wiring (220VAC in some countries and 110VAC in some other countries) one line is earthed at source and it is called Neutral. The other line is called phase ( Hot) . If a person touches the hot wire/ terminal without insulation ( standing with bare foot on the ground or one hand on the wall ) he will definetly receive electric shock since current will pass through his body to the earth and return to the source via earth.

How ever if the person is insulated from earth ( wearing rubber glouses / or standing on wooden stool / wearing rubber chappals etc.,) he will not receive shock even if he touches the hot ( phase) wire/terminal.

A person will not receive electric shock if he comes in contact with the neutral wire/ terminal because the neutral is at the same potential as the earth.

Assuming an AC high voltage ( of the order of kV) supply of either single phase (2 wires) or a three phase (3 wires) without earthing a person will receive shock if he comes in contact with any one of the conductors/terminals even if he is insulated from earth. This is due the fact that there is always distributed capacitance existing between the earth and the power lines and the shock current will flow through this stray/ distributed capacitance.

In a HV system even if a person is hanging from one line ( not touching earth) he will receive a shock due to fact that the current will flow from the wire to the body of person and through the capacitance between his body to the earth and finally through the capacitance between earth to the other line .

Many think that electric shock is caused by voltage. It is caused by the amount of current passing through the body. A persons body resistance will vary depending on many factors like sweating or wet etc; and therefore a person may receive severe electric shock even at low voltages. It is said a current of even 10 microampere across heart is enough to stop the heart.

In stead of seeking theories it is always better to adopt safety guide lines while dealing with electrical systems/devices.
