Seems your question is wrong. Survivors cant be buried nor taken hostage on any situation. If its a civilian aircraft then humanitarian assistance is extended for the survivors and the dead are taken to wherever their next of kin want them to be, if its a military aircraft then again the survivors have to be sent back to their own nation or act as per Geneva convention if they are treated as POW. But if survivors are found to be unlawful combatants & not prisoners of war then the two nations discuss and try to resolve diplomatically else UN assistance is requested.
