First of all the “survivors” wouldn’t be buried but if you mean those who died then it will be based on if their family claims the body or not. If the family claims the body then they can bury the body anywhere the like. Now say no one claims the body then it will be dependent on where the person was born. Say the persons birth place was Canada then they will be buried in Canada.
