Solution,

We have a point P that lies in the exterior of the circle.

Let the distance of P from the circumference of the circle be x cm.

⇒ OP = Radius + x

⇒ OP = 3 cm + x cm = (3 + x) cm                            ---------------------------------(1)

Here, we can see that (3 + x) cm is always greater than 3 cm.

⇒ (3 + x) cm > 3 cm

from (1),

⇒ OP > 3 cm.

Hence, if a point P lies in the exterior of a circle with a center O and a radius of 3 cm, then​ OP > 3 cm.
