if a process is runnable but is temporarily stopped to let another process run, in which state is the process said to be ?

I think the former process is blocked.

That is the reason, it cannot be run again. The meaning of blocked is not related anything on permanent basis.

It basically means the process is on hold or it is put to waiting.

Which means it is a temporary phenomenon.
