LET US ASSUME THAT THE THE QUANTITY =100

IT IS FIRST INCREASED BY =10%  (GIVEN)

SO

10% OF 100 =10

NEW NUMBER =100+10=110

NOW IT IS DECREASED BY 10%  ( GIVEN)

SO 10% OF 110=11

NEW NUMBER =110-11=99

SO THE ORIGINAL NUMBER WAS=100

AND NEW NUMBER =99

SO THE RESULT DECREASED BY 1
