Since, elephant is extremely heavier than rat,

M » m

Let velocity of elephant be v
and velocity of rat be u

Now, the question says they have same kinetic energy.

So,
1/2 Mv² = 1/2 mu²

Mv² = mu²

Since, M » m,
v² « u²
That means, v « u

Since the rat has greater velocity, it will win the race.
