this is wrong statement , because, if a ray of light passes obliquely from one medium to another medium , it suffer deviation . Which is known as refraction phenomena. Light doesn't suffer any deviation when it passes perpendicularly from one medium to another medium.

So, statement is wrong,
A correct statement is ---> when a beam of light passes obliquely from one medium to another, it suffer deviation or you can say that light bends toward the normal or away from normal.
