According to Question....

 \frac{a4}{a7}  =  \frac{3}{2}  \\  \\  \frac{a + 3d}{a + 6d}  =  \frac{3}{2}  \\  \\ 2(a + 3d) = 3(a + 6d) \\  \\ 2a + 6d =  3a + 18d \\  \\ 2a -3a = 18d - 6d \\  \\  - a =  > 12d \\  \\ a =  >  - 12d

Put Value in following situation.

a13 = a + 12d

a13 =  - 12d + 12d \\  \\ \boxed{ a13 =  > 0}

The 13th value of AP is 0
