D=0. We cannot start our number with zero so there are 3×3×2×1=18 possible four digit numbers.

D>0. In this case there are 4×3×2×1=24 possible four digit numbers.

Although I may have completely misinterpreted the question!

The question may be asking the more difficult: how many four digit permutations, ABCD, exist such that A>B>C>D?

This more difficult question is the same as: How many subsets of four numbers can be chosen from  {0,1,2,3,4,5,6,7,8,9}? This is clearly 10×9×8×7 divided by 4×3×2. This gives us an answer of 210.
