 Given,

           ABCD is a "kite"   ∠B= x+2;  ∠D= 102°

           BC=10   ;    DC=3y+1 and  BC=DC  and AB=AD

To find:  value of 'x' and 'y'

Method:  

              ⇒ ∠B = ∠D       (∵opposite angles of a kite are equal)

              ⇒  x+12 = 102°

              ⇒ x = 102-12

              ⇒ x = 90

 Also,

          BC = DC                (Given)

             ⇒10 = 3y+1

             ⇒3y = 10-1

             ⇒3y = 9

             ⇒y = 9/3

             ⇒y = 3
