Lets look back to what we have learnt before:
We know that action and reaction are equal and opposite to each other and yet they don't balance each other, the reason being that they act on different bodies..
If we look at balanced and unbalanced forces, they are acting on the same body. So they can cancel out each others' effect as they are acting on a single body..!
