An horse can pull the cart as when the horse pushes the ground with his leg the cart experiences an unbalanced force.
We know that this action and reaction force acts on two different objects.
When the horse pulls the cart he applies force against the frictional force between the wheels of Cart and Earth surface and since the horse has energy due to the cellular respiration he is able to apply an unbalanced force which results in the movement of the cart.
