Every action has an equal and opposite reaction and these act on two different bodies.

If they will act on the same body both forces will cancel each other and the result will be that body will be in rest but when the force acts upon two different bodies both bodies apply equal and opposite force, when one of the bodies apply more force than the other the body which is applying more force starts moving with the other body and the more force is applied because of friction..

=>Friction are bonds between two surfaces and to break those bonds force is applied.
