if agenda 21 was made and signed by 100 leaders of different countries in 1992,then why it is not followed and what is the purpose of making this agenda ?

agenda 21 was set up for achieving global sustainable development. It is an agenda to combat environmental damage, poverty, disease through global co-operation on common interests, mutual needs and shared responsibilities.
