If agriculture and commerce are state subject why do we have minister of agriculture and commerce in the union cabinet ?​

Although agriculture and commerce are the state subjects we have ministers of agriculture and commerce at the union because of the wider prospect of these subjects regarding inter-state trade. So a uniform policy has to be legislated. Secondly, the agricultural and economic experts are part of the Planning Commission.

India, is not a federation, rather it is an Union of states or a federation with strong centre.

The Centre draws up the agenda at the national level and the states execute it at lower level. Commerce in the sense, it also includes trade with other nations and organizations made by the centre. Though agriculture and commerce belong to state law, centre is permitted to make laws under state list for giving effect to international treaties

Agriculture is the backbone of Indian Economy. It is very difficult to run a government without a strong central care in some subject where almost 60% of the population is employed, feeds 130 crore people, and cashes in about 14% of GDP.

Take the example of NFSM(National Food Security Mission) centre orders to implement certain directives uniformly throught the country. The centre allocates the grains where in the states are independent to device their own schemes.

State government is just a subordinate (with some independence) for centre to implement the governance.
