If agriculture and commerce are state subjects,then why do we have ministers of agriculture and commerce in the Union cabinet?

Despite agriculture and commerce being state subjects, we have ministers of agriculture and commerce in Union Cabinet because:

Both the subjects have wider prospects of inter-state trade.

Planning Commission of both agriculture and economy is required for smooth functioning.

Agriculture and commerce are state subjects.But still we have ministers of agriculture and commerce in the Union cabinet , because;

1)They have much more importance in the national economy.

2)Both of these sectors decide our annual GDP.

3)Both of these sectors demand a good quality governing structure for their well implementation in the national and international markets.
