If agriculture and commerce are state subjects why do we have minsiters of agriculture and commerce in the union government

Despite agriculture and commercebeing state subjects, we have ministers of agriculture and commerce in Union Cabinet because: Both the subjects have wider prospects of inter-state trade. Planning Commission of both agriculture and economy is required for smooth functioning.
