IF AIR AND CLOUDS ARE GOOD CONDUCTOR OF ELECTRICITY DO YOU THINK LIGHTING WOULD OCCUR?

If air and clouds would have been good conductors of electricity then lighting would have been more vigorous.
But since lightning have very high intensity 5000A-20000A so even poor conductors conduct some electricity and it is the same lightning that we see.
