no bcz when charges start to build up in clouds and there is no path to move to earth then a stage comes when dielectric strength of air breaks and it starts to conduct down to earth..
had the air and clouds been good conductor there would not have been addin up....accumulation of charges at every stage they will rush to earth and no sudden discharge....lightening would have been there
