Yes, all the real powers are in the hands of chief minister but the powers of chief minister and governer are depend on each other

Before implementation of any law or scheme chief minister have to take permission from governer

So for these files of laws and schemes an office is compulsory

And one more reason is there that mostly government officers have their own office so this is necessary to provide an office to governer
