The function of phloem is to transport synthesised food from leaves to other parts of the plant and xylem carry water and minerals obtained from soil to leaves through root and main stem. So, when the phloem of a plant are removed from ring, food from the leaves will unable to proceed further into the root. However, the leaves will receive water and minerals through xylem vessels from roots. So, shoots will remain alive. But, due to the lack of food, the root will no longer alive until the stored food consumes. 

Therefore, the correct answer is option A.
