since 2008 lies between 2007 and 2009 and is a leap year ,so one extra day would be added.And if 3rd sunday was 18 of november in 2007 , then in 2009 it would be 18-(2+1)(2 for 2008 and 2009 ,and 1 for an extra day in leap year 2008).Also you can refer to calender for better understanding as if your birthday lies on 18th november and is on sunday in 2006 then it would be on monday in 2007 and on wednesday in 2008(leap year and +1 for an extra day in month of feb ,since nov lies after feb).
