We know that K shell can maximum has 2 electrons.
L shell can maximum has 8 electrons.
Given that K and L shell has been completely filled.
So, the total number of electrons = 2 + 8
= 10
Now for an element, the number of electron = number of protons
=> number of protons = 10
Now number of protons = atomic number
So the atomic number of the atom is 10
Answer :- 10

→ The element whose atomic number is 10, is Neon
→ Neon is inert gas, which means its valency is 0, that is, it has very low combining capacity.
