if an electric circuit bulb does not glow in electric tester. explain the reason.

In the given figure, it can be seen that one terminal of the bulb is connected to a screwdriver. The handle of the screwdriver is made up of insulator, which is a bad conductor of electricity. It won't allow the electric current to pass through. Therefore in the above circuit, the bulb will not glow.
