A ruler is someone able to wield power over other creatures. A ruler is also easily exchanged, while those ruled over are not. Or rather, the ruler needs his faithful to be and remain ruler, and typically to survive, while those ruled over have no critical need for him in their existence. Insofar yes, we rule the world. For now.

But less poetically, certainly we exert power over many things on earth. Yet our anthropocentric bias is huge. We have very limited power over natural catastrophes. The emergence of new species. Saving species and ecosystems is a huge effort if we are capable at all. The next best meteorite could blast our ‘rule’ to smithereens. Our biomass is exceeded by many groups of organisms. And who are WE anyway? I see mostly squabbling and a fascist tendency to boost self-esteem.
I suggest we are able to highly impact on earth’s biosphere (rather than the earth as such), but we certainly do not rule it. Which is probably good as well, as the rulers never do so for long...
