according to my intuition this must be your solution for evaluation of the problem.

length = -5% , breadth = - 10%

We wrote in negative because it's a decrease in length and breadth

So,

=> consider length = a

=> consider breadth = b

Applying the following formula

=> ( a + b + ab /100 )

=> ( -5 - 10 + (-5) x (-10)/100 )

=> ( - 15 + 50 / 100 )

=> ( - 15 + 1/2 )

=> ( -15 + 0.5 )

=> - 14.5%

So, -14.5% is the decrease in percentage of area
