Motion/rest is always relative. You may be moving for other, but for you, you are at rest.

Suppose you are at rest(on seat) in a train which is moving with velocity(say v). According to you and the people in that train, you are at rest. But meanwhile, when people who are observing you from station, you are in motion and velocity is same as of train.

This depends on the "frame of reference", it can be simply understood as "With respect to whom you talk about'.

When you talk with reference to the people inside the train, you as well as they are at rest.   At the same time, if you change your reference point to the people outside the train, you are in motion.

 If you consider the people outside the train, you have to assume yourself in motion.

 If you consider the people inside the train, you have to assume yourself at rest.

You might have heard, earth revolves around sun with a high velocity, but you never found yourself moving, but actually, you are moving with same velocity as that of earth, and that's why you don't feel yourself moving on earth.   If you observe this from space, if however you see the things on earth, you may found them moving.

Position of motion/rest can't defined until you choose a reference point.  You may be in motion with a reference point, but at rest from another reference point.
