If black is known as the mixture of all colors then why do we don't call a black and white TV a color TV

First, you should know this ..
It is WHITE that is a mixture of all colours and BLACK is said to be a "null" colour.
Now, a black and white tv is called thus because of the colours we see with our eyes. White might be a mixture of seven colours but those colours are seen when it is passed through a spectrum or while doing such experiments on light. But we don't actually see those colours on the tv screen.
In a coloured tv we can see all the colours with our eyes and hence it is called a coloured tv.
This might be the reason !
