carbon doesn't form four bonds because for the formation of four bond either carbon has to give 4 electron or gain 4 electrons, which is not possible it requires a lot of energy to donate 4 electrons and if it gains 4 electron then it is difficult for nucleus to hold total 10 electrons in the shells.
hence, carbon doesn't form 4 bonds.
