The onion peel cell will swell. The hypotonic solution is that, which has higher water concentration than the cell kept in it. As the water moves from higher water concentration to the lower water concentration, the water from solution ( higher water concentration) moves to the cell kept in it where the water concentration is low. Hence, the cell of onion peel will swell up.
As the water, moves to onion peel, the concentration of water becomes high in onion peel cell and concentration becomes lower in solution, now the RBC kept in the solution will shrink.
