if cilia and flagella are out growth of the cell why aren't they present in every cell

It is just a nature's selection I mean if you say this why you haven't said about us ...like humans ...we have molecules we have atoms ... We move we have life ... But at the same time abiotic factors are also made up of the same components as we are then why is that so we have life and why they don't.. Nature knows the best it makes everything possible where there is a need it changes and selects the right and dominant genes in you..in everyone's life .then we would have said that as we arise from our parents that is male and female both then the child must be a hybrid ones that are special genetic problem but that doesn't happens in majority either are borns it selects what is best
