As far as I know, no edible acid like phosphoric is primarily used for toilet cleaners but any acid could theoretically be used for such. I think muriatic acid is.

“Dosage makes the poison”. Seawater is harmful to drink due to salt level, but salt is a vital and tasty nutrient. Same for any acid. Lemons contain citric acid but it can be used to clean pans. Same for vinegar. Any acid in high enough concentration can cause harm because it's corrosive. In low dosages it's not a problem hence how we can eat most fruits.

If anything, it may be better to use in toilets as it is safe when diluted to get into our water supply, to the degree it's reusable (not sure how toilet water is processed)
