If development can mean different things how come some countries are called developed and others are called underdeveloped??

Being 'developed' does not mean that people in those countries can sit back and do nothing. Hard work is a part of life. What it means is that there are various facilities for all, distributed all over the country. There is a constant supply of electricity, so that the power does not go off just when you are studying for an exam the next day. When you go to a hospital, there are enough doctors and the hospitals are clean and well equipped. When we find all these things in every part of India, only then can we call ourselves truly developed.
