If due to certain reason , there is scarcity of plants , how will it affect the food chains in the forest?

herbivores feed on plants and carnivores feed on hebivores and omnivore feed on both herbivores and carnivores.without the plants herbivores will not be able to eat. so pants are also necessary for the foodchain
