 \large \bold{ \underline{ \underline{ \: Answer : \:  \:  \: }}}

 \to \bold{P ( Not   \: E ) =   \frac{ \: 4 \:  \: }{ \: 7 \: } }

 \large \bold{ \underline{ \underline{ \: Explaination  : \:  \:  \: }}}

Given ,

 \to P (E) = 3/7

We know that ,

 \large \bold{ \fbox{ \fbox{ \:  \: P (E) + P ( Not   \:  E ) = 1</p><p> \:  \: }}}

So ,

 \to  \bold{P ( Not   \:  E ) = 1 - P (E)} \\  \\  \to \bold{P ( Not   \:  E ) =  1 -  \frac{3}{7} } \\  \\  \to \bold{P ( Not   \: E ) =  \frac{7 - 3}{7} } \\  \\  \to \bold{P ( Not   \: E ) =   \frac{ \: 4 \:  \: }{ \: 7 \: } }
