But if you consider two bodies with respect to each other, i.e. two bodies other than earth, it will then depend on its mass and the distance between the two bodies, so gravity is proportional to masses of the two bodies, so if we are considering another body rather than earth in a space or vacuum environment, it will have more gravitational effect on liquid than on vapour, as here we are considering liquid as a more condensed mass than vapour.
