If earth stops rotating, the apparent value of g will increase. Because of earth's rotation, there is a centrifugal force acting on us which tries to throws us outward(against gravity). If earth stops, there will no force centrifugal force acting and the apparent value of g will increase.

g = G Me/Re²

Me = mass  of Earth, R = radius of Earth 
G = universal Gravitation constant

Some part of the weight a person or object on Earth is consumed in providing the centripetal force towards center of Earth, for each of us is moving in a circle of radius R, where  0 <= R<= Re  .  Value of R depends on latitude.

Effective value  g' =  g - R ω²    ,  where  ω = 2π/86400  rad/sec
The force we exert on the surface of Earth will be  m g' = this is our weight.

If Earth stops rotating, then g' = g and so it increases.
